With reference to Mr. Clive's des atch No.
651 of October 24th 1922 and to previous correspondence regarding Messrs. S.Pearson and Son's interest in the construction of the Nanchang-Swatow-Canton Railway, I have to inform you that Sir Clarendon Hyde, representing the above firm, called recently at this office and said that the firm were sending out Lieutenant Colonel Menzies to secure the confirmation of
a concession granted to them by Mr. C.T.Wang at the time of
the peace negotiations in Paris, when he was one of the
representatives of the Chinese Government.

The concession is embodied in a letter of the
5th ecember,1919, a copy of which was communicated by Sir
Clarendon Hyde, and is transmitted to you herewith. It was
apparently aly owing to an oversight that it had not been communicated before. As Mr. C.T.Wang had recently been acting
as Minister for Foreign Affairs at Peking, the firm thought
the present time opportune for securing confirmation of
the concession by the Chinese Government, though they did not
contemplate embarking on any immediate schemes of railway
constructim.

Sir Clarendon Hyde's attention was drawn to the
necessity of offering any scheme involving a public issue (as he admitted that this one would do at some stage) to the
Consortium, as had been explained to Messrs. Pearson in the Foreign Office letter, a copy of which was enclosed in Lord Curzon's despatch No. 670(F.2341/261/10) of August 25th 1922. He said that he quite appreciated the position and anticipated no difficulty in arranging matters with the Consortium; and
